About the Development Bureau
The Development Bureau is the policy bureau responsible for championing this agenda for our city’s development. Our work consists broadly of two main areas: planning, land and building development; and infrastructure development.
The Planning and Lands Branch of the Development Bureau is responsible for policies governing land use planning, land supply and development, land administration, land registration, urban renewal and building safety. We aim to facilitate Hong Kong’s development through strategic land use planning, timely supply and development of land, an efficient land administration and registration framework, a rigorous building safety regime, and a collaborative urban renewal process.
The Works Branch of the Development Bureau is responsible for formulating public works policies and co-ordinating and monitoring the implementation of public works projects. It also takes charge of policy matters concerning the increase of land supply through reclamation outside Victoria Harbour, rock cavern and underground space development, the development of Lantau, the transformation of Kowloon East (comprising the former industrial areas of Kwun Tong and Kowloon Bay and the Kai Tak Development Area) into another core business district to support Hong Kong’s economic development, construction safety, slope safety, lift and escalator safety, water supply, flood prevention, management of construction contractors and consultants as well as promotion of professional services, construction manpower resources, workers’ registration.
The bureau also provides policy guidance to government departments on greening, landscape and tree management and is responsible for the government’s heritage conservation work. It seeks to strike a balance between development and conservation to ensure that all our development will be sustainable and our built heritage is suitably conserved for the enjoyment of our present and future generations.
The Development Bureau is underpinned by the departments of Architectural Services, Buildings, Civil Engineering and Development, Drainage Services, Electrical and Mechanical Services, Lands, Planning, and Water Supplies, and the Land Registry.

About the Project Strategy and Governance Office
In June 2016, the Project Cost Management Office (PCMO) was established under the Development Bureau to implement cost management initiatives and initiate measures which are conducive to the delivery of public works projects in a timely and cost-effective manner. In April 2019, PCMO was upgraded and renamed as the Project Strategy and Governance Office (PSGO) for implementing strategies and reinforcing capabilities in cost surveillance and project governance. PSGO adopts a holistic approach to strengthen cost management and improve the performance of public works projects.

About the Centre of Excellence for Major Project Leaders
The Centre of Excellence for Major Project Leaders (CoE) was established in July 2019. As the first of its kind in Asia, the CoE offers a high-level project management and leadership development programme to senior government officials and major project leaders. The aim is to equip them with a more innovative mentality and world-class leadership skills to uplift their project delivery capability and improve project performances as a whole. As stated in the Chief Executive's 2022 Policy Address, the role of the CoE shall be enhanced as an international expert knowledge hub on project delivery.
CoE is administrated by Project Strategy and Governance Office (PSGO).

About Building Technology Research Institute
Building Technology Research Institute (BTRI) is a limited company wholly owned by the Financial Secretary Incorporated.
The BTRi will conduct research and development (R&D) activities in areas covering innovative construction materials, construction methods and technologies, as well as devise standards, conduct testing and provide accreditation. Hong Kong has unique advantages with a wealth of knowledge and experience in applying international construction standards. Through collaboration with government authorities in the Greater Bay Area (GBA), the BTRI will foster interconnectivity and integrated development of the GBA, and help build the brand of "GBA Standards" by developing standards for different domains of construction, such as materials, design and construction methods, with a view to developing the GBA into one of the regions with the most advanced construction technologies in the country and transforming the construction industry into a new quality productive force.
