Smart Site Safety System

“Smart Site Safety System” (4S) helps continuously and remotely monitor high-risk construction activities with a view to early identifying potentially dangerous incidents and issuing alerts timely to site personnel for taking immediate follow-up actions.  In addition, by analysing the data collected by 4S, the crux of the safety problems could be revealed for formulating enhancement measures.

It generally comprises the following three components –

  1. smart safety devices;
  2. a communication network for transmission of data collected from smart devices; and
  3. a centralized management platform for providing a one-stop hub for data analysis and alerts generation.

The Development Bureau (DEVB) issued a technical circular in February 2023, requiring capital works contracts exceeding $30 million to adopt 4S.  The Government has also subsidized contractors of private development projects to adopt 4S through the “Construction Innovation and Technology Fund” (CITF) since April 2023.  The DEVB, with a collaboration with the Construction Industry Council (CIC), launched respective packages of 4S products for various types and scales of private works projects.

The Buildings Department has implemented mandatory measures since 1 July 2024.  Conditions will be imposed under the Buildings Ordinance requiring the adoption of 4S when granting the first approval, or approval of major revisions of superstructure plans, of private works projects.  Specifically for building works with an estimated cost exceeding $30 million and involving the use of mobile plants and tower cranes, registered contractors are required to adopt relevant 4S alert systems.

The DEVB and the CIC launched the 4S Labelling Scheme in May 2024.  Labels will be issued to construction sites after on-site inspections and assessments of the proper adoption of 4S, with a view to driving a wider adoption of 4S in the construction industry.

The 4S Labelling Scheme has received applications from more than 480 construction sites since its launch in May 2024.  A total of 240 public and private construction sites participating in the 4S Labelling Scheme has passed the assessment and were issued label plaques.
