Building Information Modeling

In 2013, some Government’s public works projects were selected for trial with a view to obtaining more information and gathering experience on the Building Information Modelling (BIM) adoption.  With a view to enhancing the design, construction, project management and asset management and improving the overall productivity of the construction industry through adoption of BIM, starting from 2018 onwards, consultants and contractors are required to use BIM technology when undertaking public works projects of HK$30 million or more.  The Government reviews and updates the policy from time to time to enhance the implementation requirements for BIM adoption, extend the scope of BIM application and enhance the quality of BIM uses.

Moreover, the BIM models contain rich information of built assets which contribute to smart city planning through integration of BIM and Geographic Information System.

To promote BIM adoption in capital works projects, the Government has issued technical circular establishing the policy and requirements of BIM adoption since 2018.  Up to end June 2024, there are total 757 consultancies and works tenders adopted BIM with total construction works value more than HK$323 billion and the feedback is positive. To further leveraging the effective use of BIM in the relevant public works projects, the Government is going to include BIM models as part of tender information and make them contractually binding.  For private sector, the release of the Roadmap on “Adoption of BIM for Building Plan Preparation and Submission” in December 2023 will drive wider BIM adoption in private sector and ultimately achieve full use of BIM in preparing building plans for private developments.
