Centre of Excellence for Major Project Leaders

The Centre of Excellence for Major Project Leaders (CoE) was established in July 2019.  As the first of its kind in Asia, the CoE offers a high-level project management and leadership development programme to senior government officials and major project leaders.  The aim is to equip them with a more innovative mentality and world-class leadership skills to uplift their project delivery capability and improve project performance as a whole.  As emphasized in the Chief Executive's 2023 Policy Address, the role of the CoE shall be enhanced as an international expert knowledge hub on project delivery.

There are currently two major programmes under the CoE, namely the Major Projects Leadership Programme (MPLP) designed and delivered by Oxford Saïd Business School for major project leaders as well as the Project Delivery Capability Programme (PDCP) by the Hong Kong Polytechnic University for mid-tier managers.  In 2023, these programmes were further extended to stakeholders outside the Government, including public major clients, international engineering consultants and contractors.  Currently, Cohorts 5 / 6 of MPLP and Cohorts 9 to 12 of PDCP are now underway and expected to be completed in 2024 Q3 and 2025 Q1 respectively.

The Major Public Clients Forum (MPCF) was also established under CoE in October 2020 to bring together the Government and major public clients like AAHK, MTRCL, Hospital Authority, Housing Authority, etc., for sharing and promoting best practices and standards in project delivery, driving innovation, supporting research and development and uplifting project delivery capability.

CoE is also organising a series of conferences and seminars to uplift the overall project delivery performance, including Project Cost Management Forum in both 2021 and 2023 and Construction R&D Forum in 2022.
