Digitalisation of Public Works

The Development Bureau has been actively driving digitalisation of public works throughout the whole project life cycle, covering the planning and design, construction as well as operation and maintenance stages. 

For construction stage, Digital Works Supervision System (DWSS) was introduced aiming at enhancing the standard and efficiency of works supervision as well as the quality and safety of construction works. The implementation of DWSS in public works contracts was promulgated in April 2020. Further enhancement of DWSS was introduced in February 2023, including the new Contract Management Module and Smart Site Application Module.

For planning and design stages, Digital Planning and Design System (DPDS) is being rolled out to enhance consultancy delivery and improve efficiency. It is a digital platform for transaction and workflow management. Its main functions include online submission and approval workflow with tracking on response time, status monitoring of deliverables/tasks, expenditure and payment management, as well as document management with document version and access controls.

An Integrated Capital Works Platform (iCWP) was developed and launched in August 2022 acting as a centrailised platform to collect and consolidate data from DWSS and other digital systems to monitor project performance continuously and enhance the management of capital works projects. The iCWP Phase 2 was launched in December 2023 to expand data collection from various digital systems to provide holistic and portfolio-wide insights of project delivery performance.

More than 180 public works contracts have adopted DWSS with a total contract sum of $200 billion and over 10,000 users. The industry has been responding positively, leading to promising impacts.

DPDS has been adopted in some engineering consultancies with positive feedback received. The Development Bureau plans to fully implement DPDS in all consultancy agreements in 2024.

The iCWP has been consolidating data of DWSS from over 100 works contracts and various digital systems in the government. The iCWP Phase 3 is being developed to connect more digital systems and to apply advanced technologies such as Artificial Intelligence (AI) for enhanced data analysis.
