High Productivity Construction

To enhance productivity in the construction industry, the Government has been actively promoting High Productivity Construction (HPC), such as Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical, and Plumbing (MIMEP).  MiC and MiMEP adopt the “factory assembly followed by on-site installation” concept in construction projects.  MiC modules come with building structure, finishes, fixtures and fittings. MiMEP modules integrate multiple MEP trades. These modules are manufactured in a controlled factory environment to boost productivity and then transported to sites for assembly.

Since 2018, the Government has piloted MiC projects in public works, subsequently adoption by non-governmental organizations, such as Hong Kong Housing Authority, Hong Kong Housing Society, Urban Renewal Authority, Hospital Authority and private developers.  MiC has demonstrated reduced construction times, lower costs, improved quality and better sustainability and safety.

In January 2023, the Development Bureau (DEVB) established a cross-departmental steering committee to coordinate HPC development. A dedicated team was set-up as a one-stop platform to provide technical support to the industry and enhance communication and collaboration with relevant departments.

To strengthen the MiC supply chain, DevB has progressively rolled out measures covering approval processes, manufacturing, transportation, storage and modules accreditation.  The MiC Manufacturer Certification Scheme, launching by end-2024, will encourage manufacturers to adopt quality management practices and offer quality assurance.

DevB fosters collaboration with the Greater Bay Area (GBA), promoting synergistic development of the MiC industry. The Letter of Intent on Strengthening Guangdong-Hong Kong Cooperation aims to deepen co-operation in the construction sector, drive the industrialization of MiC, and build an industry supply chain.  Hong Kong supports the GBA in becoming a MiC technology centre, driving the innovative development of MiC as a strategic industry, and eventually expanding to overseas markets.
